Chennai Flood Relief and Rehabilitation program

Gramalaya has an unique concept of Community Based Disaster Risk Reduction Interventions-CBDRR and setting up of DRC-Disaster Resource Center, which is an axis body to Outreaching efforts towards composite of Water, Sanitation, Personal Hygiene and Disaster Preparedness. The very First and Best move of the Gramalaya, formulated a DRC where Project Coordinator of the Gramalaya, Counsells and mentors the Communities, moreover she organises One to Group meetings periodically, other field meeting and Trainings at the project sites. This is an accessible and vicinity avenue to the Village Communities towards capacitating through Peer-to-Peer model. DRC is located at Kandigai, near Chennai to cover the Project Area as well as other portions of the Kanchipuram district also.

As far as Resilient Recovery is concerned, Gramalaya increases such capacities of local people and reduce the risks of hazards, risk mapping, contingency and action planning, community organization, implementation and monitoring and evaluation. Communities face specific (potential) hazards, have specific livelihood strategies, are situated in specific ecosystems and are part of a larger governance system. Most programs are situated in areas which suffer from either too much water (Floods, tsunami, storms).

For the sake of Disaster priorities, Gramalaya has tied-up and accorded with CAF and Wal-Mart for the betterment of most affected communities like Fishermen in the Coastal villages and Migrated Tribals in to the Quarry site based villages like Semencherry Kuppam, Nallampaakam,Keerapaakam, Veangadamangalam and Melakottaoiur, located in the Kanchipuram District, near Chennai. Project duration is between Sep’2016 and Auust’2017. These 5 Villages are seriously and sincerely mapped with support of the local Communities.

Prior to mapping, Gramalaya has propounded about the Health Collectives among the local communities, and formulated such a group called DPMC-Disaster Preparedness and Management Committee, comprised by 20 members, both men and women. This is a kind of Village level community structure to Envisage, Enrich and Energise the activities of Disaster Preparedness and for Mainstreaming linkages to obtain the Government assistances.

Through the DPMC, mapping, identification and listing of most affected communities are carried out. During such effective Our-Reach, Gramalaya utilises the capacity of DPMC and has envisaged the following activities at the project villages.,viz,

Forming of Community Disaster Management Committees-DPMC,Hygiene Training, Conducting Health Camps, Identification and Listing of communities affected, Distribution of Relief materials (food kits & storage trunk),workshop on Behaviour Change to the communities for usage of Toilet & Bathroom, capacity building programme on Water, Developing disaster preparedness IEC materials and developing disaster preparedness Tools, Livelihood intervention for women.

Out of the above said planned activities, Gramalaya has accomplished formation of Health Collectives, Distribution of Dry Food Kits on the eve of Diwali season, and portion of Health & Hygiene education training at the project villages.

Monthly based action plan is focused along with DPMC to implement at the villages, especially Gramalaya focuses on the part of developing disaster Preparedness Tool at all 5 villages. Regarding dry food kits distribution, Gramalaya has selected the Two most affected villages,viz Semencherry Kuppam & Nallampaakam, both villages were pathetically affected during the recent Chennai Floods. So, Gramalaya stepped in to activation through DPMCs, accordingly, periodical meetings have been organised, especially it was meant for Flood Relief Materials distribution by the way of identifying and Listing the most affected communities, selection of felt need materials, Procuring the materials, distribution methodology and DPMC’s message to how to save the materials during the disaster period or rainy season.


According to the plan of action by the DPMC, it was decided to distribute the materials on 22-10-16, prior to that, DPMC had completed all the procurement activities and stored in to the panchayt building on 21-10-16 and Pre plan meeting was also performed among the communities, Gramalaya team facilitated the meeting as resourcing such inputs towards methodical way of distribution without any biased occurrences. Well planned with clear cut roadmap to distribute. Flood Relief Materials were also announced during the meeting, as follows,

a) Safely Packed 25 kgs of High Quality Ponni Non-Stewed & Polished Rice
b) 1 kg of dall
c) 1 kg of white sugar
d) 1 kg of gram dall
e) 1 kg of Cooking Refined Oil
f) 4 Maxi + 1 mini Tupperware boxes to store wet & dry food items
g) 1 Maxi plastic container to store the Dry Food materials

The above said all items are meant for One Family and worth of Rs.3000/-
